These rules and tiers are simply set to force diversity in a very novelty form of gameplay that is played here they do not reflect the standard competitive rules or tiers played here in any way.

1. Banned means banned, these are pokemon that are simply removed for various reasons which could include their Snowballing potential (Speed Boost Blaziken) or fun killing traits (Shadow Tag).

2. RNGing is exploiting the game, they fall into the same category as in spec "hacked" pokemon, they're fine to use, but out of courtesy you should inform your opponent. (There will be a button that denotes RNG users when the system is in-place so non-RNGers can identify it, this will be simply to help the more casual players find a "fair" match not to alienate anybody)

3. 1 Pokemon must be selected from each tier, there are 6 tiers so you won't have any doubling of any of the tiers.

4. Duplicate items are not allowed, this is mainly to keep down stall teams a little by limiting the use of Leftovers, there are enough alternative items that offensive pokemon should find something they're relatively happy holding.

5. Duplicate Pokemon may be used if an only if their sets are on separate tiers this usually occurs on Pokemon that are intended to be the Mega Pokemon of the team for instance Charizard X or Charizard Y can be used with a standard Charizard this will appear as two Charizards and they can even be as similar in that the only difference is their held item.

6. It is not required that you use your Mega Stone when using a Mega Pokemon simply having the Megastone equipped causes that Pokemon to count as if it were the Mega form in terms of tier selection, this can create an exception for rule #3

7. Two Pokemon cannot be put to sleep unless it is the fault of the opposing player. This occurs when the opposing player switches into another Sleep Power, Spore, etc with their current Pokemon already asleep, but you are not allowed to re-use a sleep attack against a sleeping for 2 turns of your attacking turns which means a sleep move may be used on a sleeping Pokemon on your 3rd turn after the initial use. *An opposing enemy Pokemon using Rest is clearly the opponents doing as well and is excluded entirely from this rule*
Ex.
Spore -> Spore (Enemy switched or stayed in and was still asleep) is illegal
Spore -> Other Move -> Spore (Enemy switched or stayed in and was still asleep) is illegal
Spore -> Other Move -> Other Move -> Spore (Enemy switched or stayed in and was still asleep) is legal

8. Unless otherwise stated pre-evolved Pokemon count as one tier below their evolved form. As a general rule Mid-level evolutions will be listed, but the first form a Pokemon with 3 evolutions will not be. Pokemon with just 2 evolved forms will usually not have their first form listed. When using pre-evolved forms you should search with Ctrl+F before including them.

Ex.
Charizard is listed as a Tier 3 Pokemon, Charmeleon is listed as a Tier 5 Pokemon, but Charmander is not listed at all so he counts as a Tier 6 Pokemon

Pokemon - Mega Gengar (because of Shadow Tag)
Move combination - Endeavor + Priority Attack
Item and Move combination - Leppa Berry + Recycle + Instant Healing Move (Pain split and Wish are both included in this whereas moves like Giga Drain and Aqua Ring are not)
Ability - Shadow Tag
Ability - Moody
Move - Evasion increasing (Minimize, Double Team, etc)
Move - OHKO attacks (Fissure, Blizzard, etc)

Gonna start to post my thoughts/suggestions on where Pokemon should be tiered. Wont be final placements since i'm going gen by gen, things will go up and down as more Pokemon get placed into certain tiers since later gens seem stronger/better than earlier ones, among other factors.

I'm not sure where to put Ditto. I think it can be placed in two different tiers based on it having the Impostor ability or not, maybe C if so and D if not, but again not sure.
